3 July 1942 on the orders of Soviet High Command, the troops after the unprecedented 250-day defense left Sevastopol. In March 1943, Revyakin created in the first underground groups. Together with engineer Paul Sil'nikova he developed a "Charter of the communist underground organization in the rear of the Germans". Patriots threw the slogan: "Workers of the city of Sevastopol, unite in the fight against Hitlerism!"
Initially, the underground under the leadership of Reviakina write by hand patriotic leaflets and posted them on the streets. Then they got hold of a font, created their own underground printing press and began to publish a newspaper "For the Motherland". The newspaper printed a variety of messages from Moscow, including summaries of Sovinformburo taken with the radio, a shelter in a safe house.
Underground organization grew and matured. Revyakin made contact with a group of patriots, operating in the camp of prisoners of war under the leadership of the Communist Tereshchenko. On instructions Reviakina this group, along with acts of sabotage and subversion, organized the escape from the camp of reliable people who received the necessary assistance from the underground and joined the ranks of the fighters against the fascists.
