Legislative Assembly of St. Petersburg has prepared revisions to Federal laws: parliamentarians wish to establish criminal liability for long unemployment, inform "news". In the foreseeable future amendments will be tabled for consideration by the state Duma.
"Evasion of employment in excess of 6 months with appropriate work is punished with correctional labor for up to 1 year or by corrective labor for up to 1 year", - is told in the explanatory note to the amendment. Not documented citizens also fall under the act. Criminal liability will not affect the subsequent categories of population: residents under the age of 18, parents of children with disabilities, pregnant women, the ladies with a child under 14 years, the clergy.
According to one of the authors of the bill, the Deputy Andrey Anokhin, to establish criminal responsibility, should be adjusted to the Constitution. There should include a statement that the work is not only a right of the native, but also his duty. "We ask You to support the idea of convening a constitutional Convention for the revision of article 37 of the Constitution of the Russian Federation as the basis of further modernization of the Russian legislation", - is told in circulation parliamentarians to Russian President Vladimir Putin.
Version Anokhin, unemployed citizens must stand up to the labour exchange. "This is a wrong practice, when the population uses the services of the employment service - the state should provide work for everyone. Then it will be much easier to control those who go away from work", - said the MP.
