Import of bulbs to Russia limited
Russian government published the decision "About the measures for protection of the Russian producers of incandescent lamps", where for the first time are introduced quotas for importing the incandescent lamps to Russia.
The quota is established by the period for three years for all incandescent lamps with a power of up to 200 watts, estimated for the voltage of more than 100 volts, and it totals 136,7 million items a year. The market capacity of Russia is valued at one-and-a-half milliard items; moreover foreign companies supplied 60 percent of all lamps.
Different countries got different quotas. Thus, China is permitted to import into Russia not more than 13 million lamps per year, the Ukraine - not more than 8 millions, and the countries of the European Union, which led on this market - not more than 31 million incandescent lamps. Kirghizia is proposed to import most of all of lamps - 80 million items.
The idea of quota arrangement of the import of lamps belongs to the President of international illumination holding company V.A.V.S. Victor Stolpovskikh, which controls 90 percent of the production of incandescent lamps in Russia. The decision of government will make a holding V.A.V.S. the actual monopolist on the Russian market. The only electric bulb factory in Kirghizia also belongs to Stolpovskikh, which will be able to make use of the given large quota.
The foreign producers considered the decision of Russian government not to be appropriate to the concepts of market relations and intended to apply to the Euro-commission for the explanations. However, Stolpovskikh said, that the limitation of import must be combined with the need of the licensing of foreign producers on the quality of production. He reminded, that all these actions would not lead to an increase in the prices, because according to the law the producers of lamps cannot level up prices more than 5%.
