Tatarstan consider Russian non-leading nation
Commission of Tatar State Council on culture, science, education and national issues rejected federal law draft "About bases of state national politics".
Legislative administration or Tatarstan state Council called several articles of the project discordant with Russian Constitution. Tatar experts considered that in fact law secures leading role of Russian nation.
Explanatory note to the bill states that the law has a purpose of "arrangement of conditions for identity formation". The project introduces term of "Russian people" as a subject of national politics. Russian nation is considers "a state formative nation self-determined on all territory of Russian Federation".
Legislative administration of state council called definition of "leading role of Russian nation" as contradictory to Russian Constitution. In opinion of Tatar lawyers, this term "violates one of its fundamental principles - multinationality of Russian Federation".
Academy of sciences of republic and executive committee of World Congress of Tatars didn`t recommend to approve the bill.
"We don`t reject the necessity of this law but it should take main law of Russia, norms of international law and international treaties about national politics into consideration", - announced the head of commission Razil Valeev.
The bill "About bases of state national politics" was introduced to State Duma in September of 2003.
