Kogan coordinated with Ministry of Finance redeeming Russian debt before Noga company
IPG (International Procurement Group Inc.) company (according to others data - IPD Capital), which has redeemed a part of the Russian debt before the Swiss company Noga, has made it with the Russian government`s consent.
The owner of company Alexander Kogan underlined that he was working on this transaction in close collaboration with the RF Ministry of Finance, with which he had already worked before at regulating of dispute on the Russian debt before the Japanese investment bank "Nomura", and his company "solved the problem between the Russian government and Bank of America in 1999, which was connected with the financial obligations of Russia after the default of 1998".
He has noted, that the transaction has not been completed yet, and refused to reveal the sum, for which he redeemed the Russian debt. Meanwhile, he has said that his company was credited by "Russian banks", and the company placed "its own business in Russia" as a guarantee.
According to the journalists? data of, the transaction with Noga company is to be closed in two-three weeks, after which Kogan expects to restructure the debt and to sell to Russia. "I do not doubt that Ministry of Finance and Vnesheconombank will pay", Kogan stated. "If Noga were more kind, Russia would fulfill its obligations before it", said Kogan, after explaining that Gaon evaluated Russian debts before it as one billion dollars, while "actually there were 85 million".
However, Gaon reported that, Kogan redeemed Russian debt by its nominal price. "As far as we know, the debt was acquired for $68,6 million", he said. He also indicated that, on his information, Kogan did it in the interests of the Russian Federation and he, possibly, will also obtain profit from this transaction.
This week the attorneys of the London branch of the American juridical company Cleary Gottlieb Steen & Hamilton send to Noga office an official warning about the prohibition of the arrest of Russian property abroad, in connection with the fact that the transaction with Kogan was almost completed.
