Lyudmila Shvetsova was born in 1949 in Alma-ATA. In 1966 she graduated with a gold medal secondary school in Rostov-on-don. In 1973, after graduating from the Kharkov aviation Institute in the profession, "mechanical engineer", Shvetsova became a designer in the Experimental design Bureau named Antonov, later moved to the Komsomol work. In 1983-1986 she was Secretary of the Central Committee of the Komsomol, the Chairman of the Central Council of the all-Union pioneer organization. 1986-1991 Shvetsova worked in the Secretariat of the Supreme Council of the USSR Congress of people's deputies of the USSR, 1990 - led unit. In 1991-1992 she worked as a Chairman of the Committee for family and women under the Cabinet of Ministers of the USSR.
In 1994 Shvetsov was appointed Manager of the Department of social and interregional relations of the Moscow government. From 2010 to 2011 she held the position of Deputy mayor of Moscow, earlier 10 years was considered the first Deputy mayor of Moscow.
In 2011, Shvetsov was elected to the Duma from the party "United Russia". At the first meeting of the state Duma of the latest convening she was appointed Deputy speaker. In the elections of the mayor of Moscow in 2013 Shvetsov was considered the head of the election headquarters of acting direct acting mayor of Moscow Sergey Sobyanin. Shvetsova - candidate of political Sciences, was awarded the order "Badge of Honor" (1981), the red banner of Labour (1986), Friendship (1996), "For awards before Fatherland" III and IV degree (2008, 2014), the medal "For awards before Fatherland" II degree (2002).
