Born March 23, 1956. He graduated from the Faculty of Economics and graduate of Moscow State University. M.V. University. Doctor of Economic Sciences. He holds a Doctor of Economics, University of Mendes-France (France) Author of 5 books and over 300 articles on economic and political issues. Fully fluent in English in 1982-1988 he. worked at the Moscow Engineering-Construction Institute, and then switched to journalism.
In 1991-1994. worked in senior positions in the government of Russia.
1994-1996,. - Deputy Director of the Institute of Economy in Transition.
In May 1995 he was elected Chairman of the IHO.
In June 1996 he was elected to the Moscow City Duma on 26-th electoral district.
Since 1998. once the deputy director of the Institute of Economy in Transition.
In 1998 he became the founder of the magazine "Open Policy"
