In 1978 he became deputy director of financial planning in 1979 - the General Director and Principal Assistant Minister for Planning and Budget, Miguel de la Madrid. When the latter became president in 1982, Salinas succeeded him as minister.

Before the election, 1988 Miguel de la Madrid Salinas named as his successor and candidate for the presidency of the PRI. After taking the presidency, Salinas accelerated the process of privatization, even for a sale of state-owned banks, steel mills and other public property. By 1992, industry began to emerge from a long depression, and regional development programs allowed to fund schools, build roads and utilities in remote rural areas. Unrest broke out again in three months, when Salinas announced his successor, Luis Donaldo Colosio Muretu.
