Born February 7, 1946 in the village Volynians Gomel region, Belarusian.
In 1964 - 65 studied at the Minsk State Pedagogical Institute of Foreign Languages. In 1975 he graduated from Leningrad State University as a "philosopher, teacher of philosophy". In 1982, a postgraduate of the Institute of Sociological Research USSR Academy of Sciences. Candidate of philosophical sciences, docent.

. From 1968 to 1969 he taught in rural secondary schools in the Gomel region.
