Born November 9, 1945 in the village. Horoshevka Gomel region of Belarus SSR in the family of rural teachers.
He graduated from the Leningrad Mining Institute named after Mr.. V. Plekhanov, specializing in mining engineer-economist, Leningrad Higher Party School (1975). Ph.D. in Economics.
Since 1962 - molder, foundry plant GomSelMach (r. Gomel), then was working geodesic Detachment б? 3 in the Chita region.
