Biography CHARLES Jacques Alexander Cesar
(1746-1823) Born November 12, 1746 in BEAUGENCY. Studied independently. In his youth he moved to Paris and entered the post office employee in the Ministry of Finance. When were known experiments with lightning B. Franklin, Charles repeated them with the changes - so interesting that Franklin himself had come to meet with him and complimented his abilities. Charles built a balloon of rubberized fabric and first used for filling it with hydrogen. In 1783, to fly on this ball.
