. Azerbaijanian. Member of the CPSU since 1943. He graduated from the Baku school Б•ї 14 (other sources say 132).
In the Soviet Army from 1941. In 1942 he graduated from the Stalingrad Military Aviation School. On the Great Patriotic War, October 1942. He fought in the sky of Belarus, the Baltic and East Prussia. Was shot down March 14, 1943 in the area of Staraya Russa. Managed to bring his plane to the front lines, threw a parachute, landed safely at virtually the front line. By 10 September 1944 Guard Captain Kuliev made 141 sorties, 38 aircraft shot down 15 aircraft fighting the enemy.
