Born May 28, 1964 in a. Kamenka Irkutsk region into a peasant family, Russian.
. He graduated from two faculties of the Irkutsk State Agricultural Institute (including ohotovedchesky faculty in 1984), the Economic Academy of Irkutsk (1995).
. Since 1986 - full-time hunter, since 1987 - head of the central ohotuchastka (r
. Gusinoozyorsk, Buryatia).
. Since 1987 - Agronomist, since 1988 - the main livestock, from March 1991 - Deputy, from November 1991 - Director of the State Farm "Kamensky" Bahanskogo area Ust-Orda Buryat Autonomous Region.
. In 1994 was elected to the Legislative Assembly of Ust-Orda Buryat AO first convocation.
. November 17, 1996, was elected Head of Administration of Ust-Orda Buryat Autonomous Region.
. December 25, 1996 received membership in the Federation Council
. February 13, 1997 became a member of the Committee on Foreign Affairs SF.
. In December 1999, together with six heads of the executive authority of the regions of Russia signed a letter calling for all socio-political forces to unite around President Vladimir Putin.
