In 1997 he was appointed Plenipotentiary Representative of the Republic of Tatarstan in the Republic of Kazakhstan.
In 1989. elected chairman of the Tatar cultural center of Almaty. In 1990. created the Association of the Tatar community and cultural centers of Kazakhstan and was elected its president.
