By ethnicity, Kalenjin. In 1947 he graduated from Teachers College in Kapsabete. In 1945-48 and 1955-57 worked as a teacher, then director of the school in Kabarnete. In 1955 he was appointed to the Legislative Council of the Rift Valley. In 1957-63 - an elected member of the Legislative Council. Since 1963 - Member of Parliament. In 1964 joined the Kenya African National Union (KANU). In 1964-78 - Minister of the Interior, 1967-78 - Vice-President of Kenya.
