Lokhviskiy Alexander

(1830 - 1884). He graduated from Moscow University, read in the Richelieu Lyceum history of Russian law, then the encyclopedia rights in the Alexander Lyceum. In 1869, Mr.. Lokhviskiy became one of the editors of the Bulletin of the Judicial and became counsel to act for a criminal, was later barrister in Moscow. Major works of his: "The captives of the old Russian Law XV - XVII centuries" (Moscow, 1855; Master's thesis), "The province, its rural and government agencies" (h. I, St. Petersburg., 1864; doctoral thesis), "Review of the Constitution" (Saint Petersburg, 1862 - 1863, 2 ed., 1865); "course of the Russian criminal law" (St. Petersburg, 1868, 2 ed. , 1871). The last of these works Lokhviskiy, . because of inconsistencies of new forms of justice with the old rules of the Criminal Code, . set out to discover in each position of the Penal Code the general idea of the legislator, . determine the meaning of not only the articles, . but individual expressions, . indicate misunderstanding, . sometimes excited by law, . and to propose ways to resolve them.,
