Born July 18, 1966 in the village Choduraa Ulug Khemsky Area Tuva ASSR.
In 1983 he entered the Faculty of Philosophy, Ural State University (UGU). In 1986 - 88 interrupt their studies for military service. In 1990 he graduated from the PGAs. In 1993 a postgraduate PGAs.
. In 1989 - 90 he worked as an intern teacher, Far Eastern State University.
. After finishing graduate school UGU worked in 1993 - 96 General Director of JSC "Cardo".
. In 1996 - 98 was the deputy chairman of the Fund's assistance to the bereaved families, disabled and veterans of the war in Afghanistan.
. In 1998 he was elected a deputy, and then - the Supreme Hural of Tuva.
. A Member of the Federation Council were found July 9, 1998.
. July 17, 1998 was included in the SF Committee on Foreign Affairs, and later was elected Vice-Chairman of the Committee.
