Born January 17, 1947 in the village Samodurovka Tambov region in the teacher's family, Russian.
In 1964 he graduated from the Ryazan Polytechnic, later - Ryazan Agricultural Institute (in absentia) and Gorky Higher Party School. Qualification - Economist - organizer of agriculture.
Worked at petroleum refinery in Perm and Ryazan.
