. Since 1991 - head of the market reform of the Committee for Economic Development of St. Petersburg City Hall
. Since 1992 - Deputy, and since 1993 - first deputy chairman of the Committee for Economic Development.
. Since 1994 - Chairman of the Committee on Land Reform and Land Resources of the City Hall of St. Petersburg.
. Since April 1997 - Chairman of RF State Committee for Land Resources and Land Management (State Land Committee of Russia).
. 5 May 1998 was appointed Minister of Land Policy, Construction and Housing and Communal Services of Russia.
. 22 September 1998 the Ministry was abolished.
