Evgeny Vladimirov, like many famous Grandmasters chess was born far away from the centers of the USSR, in the provincial (in chess standards) Alma-Ata. Professional soldier, that he had a much smaller tournament practice compared to peers. Nevertheless, his victory in the two championships of the USSR among young masters (and masters of the "spill" is stronger than many of the current played GMs) speak for themselves.
