September 30, 1953, Mr.. Moscow in 1976, graduated from the All-Union Correspondence Institute of Law.
She began her career in the prosecution of the RSFSR. Fourteen years worked in the Prosecutor's Office of Moscow, then - the prosecutor of the Office for Supervision of the execution of laws in the economic activities of the Procuracy of the USSR.
In 1992-1993 - chief specialist of the Committee on the Law of the Supreme Council of Russia.
In 1993-1994 - deputy chief of the legal provision of the Commission's Legislative Proposals of the President of Russia.
In the years 1994 -1996 - Deputy Head of Department, Head of the Secretariat of the Plenipotentiary Representative of RF President in the Federal Assembly.
In 1996 - 1997 years - Counselor, Deputy Head of Legal Department RNCB.
In 1997 - 1999 years - Director of Project Rossiyskogo Foundation for Legal Reforms.
On March 15, 1999 - Member of the Central Election Commission of Russia.
